Enterprise Manager Job Submissions

I use Enterprise manager's features frequently but have never been able to submit a job due to when the create job menu pops up the available destinations window shows no databases. Yet, there are databases shown in the database folder window on the screen. I can even connect to each as well as do schema modifications, etc. I put the databases on the map also, but still no available databases at job submission time. Does this have to do with the network topology generation or something else.

I'm pretty much confined to doing all enterprise manager activities from their manager executables (schema manager, storage manager, tablespace manager, data manager)

Could someone please help or offer some advice?? Thanks
