48 MB of RAM is pretty slim, considering 32 MB is a practical minimum for the OS, and 20-25 users eats another 25 MB or so, plus you've got your SGA, etc.

First, buy some RAM - it's cheap. Upgrade to at least 128.

Second, examine your queries - they may be inefficient. The bulk of your improvement will come from ensuring that your queries are efficiently written and that your tables are properly indexed.
