ORA-12196 error with NT4.0 upgrade

I recently upgrade NT workstation 3.51 to workstation 4.0 and now I'm unable
to connect to my Oracle database using SQL Net. SQL Plus Release 3.2.2.0.1, I
get an error ORA-12196. Everything worked fine until I went to NT4.0.
ideas on what I should change?
