ORA-12547: TNS:lost contact in creating DAD

I just installed Oracle 8.0.3 and Web Application Server 3.0 on an NT 4.0 SP3 with 64MB of RAM and an Intel PII 233MHz. Following the documentation I tried to configure the PL/SQL Cartridge starting with the creation of a new DAD but when I submit the new DAD I get the following error:

OWS-05566: DAD scotts submission failed due to error 12547 ORA-12547: TNS:lost contact

Note:
- All tools such as svrmgr30 and sqlplus execute fine with no lost contact
problems.
- The OracleAgent service would not start due to some memory write problem ???

Both database and web servers are installed on the same machine, and I creating the DAD on the same machine using IE 4.72.2106.
