Compile PL/SQL Files in a Procedure

Hi all,
I want to do that:
  save some pl/sql code to a file named TEST;   then compile TEST in a procedure (so that i can compile TEST through     calling that procedure when TEST modified) Is it possible? And how should I implement it?
