Are you able to connect to the database on the sever using SQL*PLUS or any other program? The message you are getting could be that the database started but due to an error in the initialization parameter file it didn't mount completely.

If the database is up and running properly then we can look at your LISTENER.ORA file on the server to see if there are any problems.
