The Oracle.ini file is only relevant on NT if you are loading 16 bit code, Oracle stores the old oracle.ini settings in the registry under NT.

If you are loading 16 bit Oracle code on NT then the Oracle.ini file will be in the %WINDIR% directory

(i.e. C:\WINNT)
