Newbie - Patches vs. Releases - what's involved

In a very GENERAL manner, I'd like to ask the following questions
What is the difference between a patch and a release?
What is involved in installing a patch?
What is involved in installing a release?
We have hired a DBA, but he has never installed a patch or a new release. 
So I'm hoping to get some insight from the experienced users out there.
