Any rule of thumb for "guessing" number of hours required to whip together browser enabled screens for an intranet application?

The best guess is 30 screens, with 4 layers of security driven by user ID. The thought is to have the same screens for everybody, but your security level would hide fields, or make fields "no-update" on the screen.

Somebody thought we should guess 10 - 16 hr / screen.

Your thoughts?

...and which web server should we run on NT, going against Oracle 7.3 or maybe Oracle 8?
