Hi,
I think you have to distinguish two things: one is to check if the instance is alive and kicking, this can be done with the TNSPING program like this:  TNSPING <sid>
(the name TNSPING may be different, check your ORACLE_HOME/bin directory); the second is the matter of valid user and password which I believe cannot be checked without attempting to connect.
