The SNP processes are the Oracle Job Queue processes that service jobs that appear in dba_jobs. The init.ora parameters snapshot_ or job_queue_ set up these processes, although snapshot_ parameters are no longer supported. These processes can be used run user defined jobs, but are also used to refresh snapshots and push the deferred queue.

For more information on how to submit jobs to the queue and manage the queue see the Distributed Systems Vol 2 guide.
