What this message is telling you is that at some point, someone, installed or started to install 16 bit WINDOWS, (not Windows NT), software into that Oracle HOME directory. Here is what you need to do to determine if there is a problem and if so - the extent:

-in the D:\ORANT\ORAINST directory look for the
file WINDOWS.RGS
-open it in a text editor and see if it is empty,
(a REALLY good thing), or if it contains any entries, (A REALLY BAD thing).
-if it is empty, simply delete it, and re-run your
32 bit NT Oracle installer, everything will be fine.
-if is has entries in it, these entries indicate
which Oracle 16 bit products were incorrectly installed into the 32 bit Oracle home directory...

If in fact 16 bit product was installed, then your simplest route is to completely rip-out and re-install the 32 bit products, if this is not an option then you must follow a MUCH more complicated, (and still not certain), method of recovery.




[this course of action is needed if you actually had 16 bit products installed into the 32 bit Oracle home]

[if you have an RDBMS in this Oracle home a FULL Export or a COLD Backup would be a great thing to consider right about now]

-take the list of product(s) from the WINDOWS.RGS
and find the matching *.MAP files in the ORANT\ORAINST directory
-open the MAP files from above to get a specific
list of exactly what components were installed and where.
-remove these components manually
-delete the above MAP files only and the
WINDOWS.RGS
-re-run the 32 bit Oracle installer and RE-INSTALL
any matching 32 bit products, (i.e. if 16 bit SQL*Net were installed, the re-install the 32 bit SQL*Net). At a minimum re-install the 32 Required Support Files, (RSF), for any versions, (7.2.x, 7.3.x, 8.0.x), that you are using.

With luck, this SHOULD restore the 32 bit Oracle HOME installation. If it does not hen you may still have to follow the more drastic approach of complete removal and re-installation.
