Hi,
1) WE8ISO8859P1
2)nls_territory = Germany
nls_language = German
nls_sort = German_DIN

3) The differences are how upper/lower cases are sorted (first upper then lower, mixed), how umlauts are sorted ASO. GERMAN_DIN is the sorting order used in th phone books of the german telekom.
