If you're using 7.2 or higher, you can use snapshot refresh groups without a severe performance problem. A snapshot group refreshes in a single logical transaction -- either they all refresh, or none of them do.

Refresh groups are described in chapter 2 of "Oracle7 Server Distributed Systems, Volume II: Replicated Data". Part of the documentation set.
