I can connect to my db with sqlnet but whenever I want to connect with more than one PC I get the error ' Listener failed to start a dedicated server process'

The status command in lsnrctl states that the instance 'ORCL' has one service handler, what does this mean ? is there any way of increasing the number ? if so what can i do if anything.

please help if you can I cant find anything about service handlers in the documentation
