Interesting. Which Oracle Press book explicitely says so? In Velpuri's "Backup & Recovery Handbook" one of the case studies covers exactly the same situation and explicitely says you must create the file manualy (Case 12: Creating Data Files - note that this is the first edition of his book, covers Oracle up to 7.2, so the case number might be different in later editions).
I tried your scenario myself. Added new datafile to one of the tablespaces. Dropped the new file. Restored the database from the backup prior to this new datafile creation. Tried to recover the database, recovery process ended with the following error messages:
ORA-00283: Recovery session canceled due to errors ORA-01244: unnamed datafile(s) added to controlfile by media recovery ORA-01110: data file 7: '<the_name_of_the_newly_added_datafile>'
So the roll-forward process added the file to the controlfile, but the file itself was not created .
