You must have a Registry entry under
LocalMachine/Software/Oracle/ORACLE_SID = xxxx. This is not done automatically if you set up a new instance manually. Maybe this is your problem.
Furthermore add a String 'local' with value 'your connectstring' to the Registry in the above folder.
This is then the default connectstring.
