Distributed Transaction Timeout

When a distributed transaction fails because one of the participating servers is unreachable, the timeout period is brutally long (about a minute). Is there any way to control/lessen this timeout period or is Oracle simply using the underlying network protocol's timeout?

I realize that you can specify a lock timeout for distributed transactions in the init.ora file, but this is a different case -- the remote site is entirely unreachable before the transaction begins.
