Also could be caused by not having edited the orasrv_netv2.com files. You need a file for each instance. Take a look at oasrv_netv2_com.sample and follow the instructions.

Let me know if you still need a listener.ora file and I can send you one that works for me on VMS 7.1 ORA 7.3.2
