OpenVMS 7.1 error

This is a new installation of Oracle 7.3. plus33 works fine locally with no host string.
when a host string is added the following error occurs:

ERROR: ORA-12500: TNS:listener failed to start a dedicated server process

Can someone give me an example of a listener.ora for VMS using TCP/IP?

Also are there any obvious things to check on the VMS side that woud prevent
