ORA-12203 during Oracle8 Install on Alpha Open VMS

I am doing a new Oracle8 install on DEC Alpha Open VMS. So far I was following the standard installation scenario but it broke when trying to create a database after the instance was created :

$ svrmgrl

ORA-12203: TNS:unable to connect to destination

SVRMGR> connect internal as sysdba
ORA-12203: TNS:unable to connect to destination SVRMGR> startup nomount
LCC-00161: Message 161 not found; product=SVRMGR; facility=MGR

ORA-12203: TNS:unable to connect to destination

Was anybody successful creating an Oracle8 database in Open VMS?
