Cannot see rows in ALL_TRIGGERS

I just got an ID to access our production database via SQLPLUS. When I
do "SELECT * FROM ALL_TRIGGERS"  it comes back with 0 rows, but
another user (the DBA) says he gets 179 rows. I thought that if you
can "see" the table, then you can at least SELECT. 
Can anyone help me?
