Yes you are and it is the DB_BLOCK_BUFFERS param.



Check out page A-12 ion the Server Admin file.  If you are on a Unix Solaris
system, you may need to edit the /etc/system file to increate the values for
shared memory segments in order to 'bump" this value up.  



This is the single biggest factor in SGA size.
