I believe this is not necessary if you use a filesystem only for Oracle
data files. The 10% is the default fs free space, and can be adjusted
down to 1% on some, 0% on other systems. It is used by the O/S to minise fragmentation when you have a large number of small files that are subject to frequent creation, deletion or update. You do not
need this free space if all you have on the file system is a few fixed
large Oracle files.
