The line
log_archive_dest = /u209/oraPROD/arch should read
log_archive_dest = /u209/oraPROD/arch/redo and the line
log_archive_format = redo_%S.arc
should read
log_archive_format = _%S.arc

This is because in log_archive_dest you specify the directory name and part of filename format.
