passing a variable to htp.anchor

I want to pass a variable to an htp.anchor in web application server using pl/sql cartridges.For eg i have a variable test.name in a pl/sql procedure and i want it in the way http://www.xyz.com/?<value of test.name> lets say if test.name = mrx then it should print http://www.xyz.com/?mrx Any help appreciated
