How to estimate Oracle rdbms volumes from vsam legacy system

Help!!

I have converted a legacy mainframe system (4 gig) to an Oracle rdbms database. The estimated factor of conversion was the mainframe data volume times 3. The actual was 6 (25 gig).

Are there any good methodologies or metrics to measure this more accurately? I will begin converting another legacy system soon. This one dwarfts the first in mainframe data volumes by 5. How can I estimate the Oracle data volumes? (20 * 6=120 gig!!) How can I estimate CPU, memory, etc that will get through budget approval but also be realistic??

Our current platform is HP_UX 10.20, Oracle 7.3.4. We will stay with Oracle but not necessarily HP.

Any input would be appreciated!!!
