Not allowing 'robot' apps/Webserver

Help! DBA Out of town.

Individuals have written some 'bot' or 'robot' apps to attack our website. We currently have Oracle 7.1.6 and Oracle's Webserver 2.0 running (PL/SQL agent). I'm told there is a way to disallow these 'bot' or 'robot' apps, but I don't have a manual available. Is this something easily done? Help would be appreciated.
