Client-side PL/SQL

I used Procedure Builder to write a client-side procedure for TEXT_IO.  It
works nicely but requires the client have Procedure Builder.  Is there a
run-time interpreter available?  The procedure will not run in client
SQL*Plus and it will not run on the server (I know I could use UTL_FILE
there).
