I recommend you run Oracle 7.3.3 Enterprise version on NT 4.0 with 128MB. If your site doesn't get too much traffic, that should be satisfactory. But how much memory you'll need depends of course on how many people use the server at once. Oracle doesn't scale to the load as well on NT as it does on, say, Solaris. I've used it a fair bit on both.
