IfI'm not mistaken the DBSNMP agent must be running on every instance you want to connect to using Enterprise Manager. It's not available for earlier versions of Oracle and as such you can't connect to older Oracle versions using EM. C'est la vie unfortunately. That being said I hear that Oracle isn't going to support the Motif versions of Server Manager anymore and they are going with EM for any GUI window into Oracle.
