This is a formal Request For Discussion (RFD) for the creation of a world-wide unmoderated Usenet newsgroup
comp.databases.oracle.server.java. This is not a Call for Votes
(CFV); you cannot vote at this time. Procedural details are below.

RATIONALE: comp.databases.oracle.server.java

Developers are finding that Java is not only suitable for client side development but also a great choice for developing portable, safe and fast server side applications. This has caused a sharp rise in the interest levels in database development using Java as a development platform.

Oracle is offering several server side products which are at the center of much discussion in industry as well as academia. Developers interested in information on Java in Oracle server are finding it hard to find such information. This is particularly an issue where the developer is looking for discussions with other fellow Java developers. The proponents of this RFD believe there are several reasons for proposing a new dedicated newsgroup for this purpose.

Firstly, Oracle's existing server newsgroup
(comp.databases.oracle.server), is at the limit of reasonable
activity with 1000+ postings. On a typical day, there is more than 120 new postings. With thousands of Java developers finding database development more and more attractive, the added traffic to this newsgroup will impact this newsgroup significantly.

Secondly, The field of Java development is one that has been supported by the development community from its inception. The new newsgroup would be an invaluable resource to the new developer seeking to gain Java in database information and expertise as well as the experienced developer looking for detailed discussions on Java without having to wade through irrelevant discussions.

Thirdly, comp.databases.oracle.server tends to attract a considerable traffic on relational database development in non Java languages such as PL/SQL and SQL as well as database administration issues. Discussions in these areas are fundamentally different from discussions likely to arise from a pure Java development community who mainly develop Object Oriented, component based and network centric applications in Java. This causes the two kinds of discussions to diverge quickly. This will create a duality in the content of the existing newsgroup and will likely lead to frustration in subscribers and dilution in discussion content.

CHARTER: comp.databases.oracle.server.java

The proposed newsgroup will create a focal point for the discussion of all server side Java development issues for Oracle and other databases on all platforms. Tips, bug information, frequently asked questions, voluntary technical and other assistance and informational postings would be welcomed. This newsgroup would not be moderated and would not have any official ties or connections with any commercial vendor or developer.

This newsgroup is for information sharing and mutual assistance of subscribers. This newsgroup is not a marketplace. Binary postings, social advertisement postings, moneymaking schemes, chain letters, excessive cross posting and reposting are also discouraged.

It is possible that some people will post unprofessional messages which may be offensive to certain people. Or it is possible that some people will post messages to conduct illegal business. Users are encouraged to ignore such postings.

Personal discussions are discouraged. Furthermore, if a subscriber is offended or is personally moved by a posting, it is suggested that the posting is ignored. If the reader feels compelled to respond to such postings, he or she may do so in email or other means outside of this newsgroup.

END CHARTER. PROCEDURE: This is a request for discussion, not a call for votes. In this phase of the process, any potential problems with the proposed newsgroups should be raised and resolved. The discussion period will continue for a minimum of 21 days (starting from when the first RFD for this proposal is posted to news.announce.newgroups), after which a Call For Votes (CFV) may be posted by a neutral vote taker if the discussion warrants it. Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.
