Can you define environment variables on Windows NT 4.0?

Hi all,
In the UNIX environment when executing SQL statements you can specify environment variables such as $ORACLE_HOME as below so you don't have to type in the whole path.
eg. SQL>@$ORACLE_HOME/catproc.sql
Can you create environment variables in Windows NT?
