John,

     You could write an Oracle Form and use the DBMS_SQL package. DBMS_SQL is an Oracle supplied package that enables dynamic DML and DDL execution. You could probably write it in about 15 minutes. Take a look at the Oracle documentation for more on this package. Hope this helps.
