This is not just true of OOP but with any programming style whose languages have rich capabilities. Functional programming is a simple concept, like OOP, yet the Haskell language has huge libraries of functions that can be reused *if* you are familiar with them.

But there is a difference between a beginner and a veteran. The beginner should have tools, e.g. LearningWorks, which teaches the concepts and the libraries progressively.

Pianos have many, many keys. But the beginner does not begin by learning about all of them, nor about all the possible chords and progressions. The beginner learns about middle C and one octave above and below, single notes at a time, one clef at a time, etc.
