Check the view dba_ddl_locks, I've seen locks there that don't show up in v$lock. Also, see if anyone is accessing tables that are connected to this table, see v$access.

Another method is to drop the constraints and triggers and then do your drop.

Also try bouncing the instance, clearing the sessions, and then perform the drop(s).
