Mailing HTML-Forms

Hi,

does anybody has a script, which allows you to mail a HTML-form, or which mails out of a Database. I know it's possible with Perl or Java, but I don't know how. I need the script for Windows NT 4 (Oracle 7 an OWS 3). Who knows a URL where or a good book, where I can find more informations about this problem?
