Verify the format of the log_archive_dest initialization parameter in your init<sid>.ora file. It should specify the full pathname to the directory that will hold your archived logs + the root of logs'name. This, together with the log_archive_format initialization parameter tell Oracle how to name and where to put the archived redo logs.

The ORACLE not available message indicates that the database instance is not up. You can go into SVRMGRL and issue the STARTUP command. If this doesn't work then it may be that some vestige of the instance was not cleaned up the last time it came down so, while still in SVRMGRL you can say SHUTDOWN ABORT (which always works but don't get the idea it's a good thing for normal practice!) then say STARTUP and you should be able to connect.
