There is only one but a VERY BIG ISSUE you have to consider. Oracle 7.3 does not support SQL*Net V1. So if for some rason you are using SQL*Net v1 on 7.1, then plan on upgrading the clients before the server.

Other than that, migrating thefrom 7.1 to 7.3 is straight forward.
