Without resorting to placing a trigger on every table in question or on your system check out the 'audit' command and features that come with Oracle. This may prove good enough for your needs. Warning, use of the audit feature can generate a lot of data that can fill the system tablespace ( Not a good thing! ) or you can write to the OS, but accessing the data is not as easy as when you keep it in Oracle.
