Hi Timea,
If it's a database you just created manually, you probably also have to run catproc.sql (as SYS) as well to install the Procedural option. There are also other sql-scripts you have to run too (i.e catalog.sql, pupbld.sql, I can't recall them all by heart).
The package with 'DBMS_APPLICATION_INFO' is incorporated in the script dbmsutil.sql
btw, if you post a question/problem it would make it easier for s'one to answer it. Due to changes in versions, people might give you different advices.
