If you want to hang on to NT 3.51, you should upgrade to at least SP3.
SP5 is not really needed if your NT3.51 server is not going to talk to
any NT 4.0 servers which
participate as Domain Controllers, I supppose you configured the NT box
as servers and
not Domain Controllers. SP5 is required for Domain Controllers in the
same domain/trusted domains
which have mixed versions (NT 3.51 and NT 4).
