GUI version of svrmgr for 7.3.3 on NT 4.0

Is there a GUI (Windows) version of svrmgr23.exe for Oracle 7.3.3 on a NT
4.0 system.  I have gone through the On-Line doc's - and it seems that there
is both a line mode (DOS) and a Windows (GUI) version.  What the heck am I
missing ??
