Oracle xxx options free of charge??

I've heard from someone in Oracle Education that the Distributed Option, the Parallel Query Option and the Replication Option are not free in 7.2 but are free from Oracle 7.3 onwards. In 8.0.3, I found I cannot even exclude these options during installation. The sales however told that these options are charged one by one, in a per user basis. If I have 1000 users, it could be a huge amount of money!!! Who's right? How are they charged? Is there any different between 7.3 and 8.x?

(I remember the Procedure Option in Oracle 7.1)
