connect to 2nd oracle 7.3.3 instance on NT 4.0 Server

I created a new oracle instance on NT 4.0 Server for Oracle 7.3.3. I am trying to connect with sqlplus but do not have the correct syntax for the host string.

In svrmgr23 I can connect like this:

        connect internal/xxx_at_2:bdm

If I am using easy sqlnet easy configuration. I want to connect using sqlplus.

My easy sqlnet easy configuration is:

database alias:		xxx
protocal:		tcp/ip
hostname		budget
database instance: 	xxx

What is the proper host string for sqlplus?
