Usually, you will need to run a series of Oracle scripts on a database to change versions, even minor ones.

You can make the assumption that even minor revisions are equivalent to major releases in terms of changes that would impact your system.

Moving files from one Oracle version to another is not an exceptable method without also running the Oracle upgrade scripts. I would also not open the database under the new version without closely following Oracle's instructions. The objects in the system tablespace have usually been modified as well as some type of physical file changes as you have found out.
