Make sure that the permissions on $ORACLE_HOME/bin/oracle are 4755 and that the executable is owned by "oracle73". If the executable is not setuid, then no one but the oracle73 user will be able to connect. The permissions on the shared memory segments that comprise the SGA are set so that only the oracle owner can attach to them.
