Installation pb with Oracle Web Application Server 3.0 on AIX 4.2

We tried to start wrb processes with the command owsctl start wrb:

The 3 orb processes are started, but the other processes are not started with the following message:

OWS-08820: Unable to start WRB process
`/ora803/app/oracle/product/8.0.3/ows/3.0/bin/wrbroker'

of course we could not start the listener with owsctl start admin

any suggestions ????
