SQL*Net LISTEN problem

I have SQL*Net running on Solaris 2.51 that for some reason is only listening on port 1526 of one particular NIC on a multi-homed machine. Unfortunately, this condition has also caused SQL*Net to not respond to local requests to the loopback (127.0.0.1) IP which may be causing problems with an application that is connecting using a loopback. I have other very similar machines that do not exhibit this behavior. Has anyone seen this happen before and if so can it be corrected by adjusting a SQL*Net parameter or does it require a UNIX networking change. (I can't find anything at the OS level that could be causing this)
