Pro*C question

The Pro*C manual gives two examples of multi-row SELECT, namely, SELECT withing a loop and DECLARE cursor. OPEN, FETCH, and CLOSE. Is there any difference between these two approaches or the code generated by the precompiler is essentially the same?
